Expose stats for free-threaded ABI tag

Right now the stats are only granular at the level of python minor version.

Is it also possible to detect the subset of 3.13 downloads that are coming from free-threaded interpreters?

This works for my purposes, although it’s imperfect because it uses sampling to avoid high costs of processing the full dataset.
